What do you mean by "state tax due?"    Do you mean you owe state income tax for the current 2023 tax year based on your 2023 state return?   Or do you mean you have an old debt with the state; i.e., unpaid taxes from prior years?   If you have an old unpaid state income tax debt, it is possible for the IRS to reduce a Federal refund due to an old state income tax obligation.  If you are subject to a refund offset, you "should" get a letter at some point from the Treasury's Bureau of the Fiscal Service.    If, on the other hand, you are referring to current state income tax due on your 2023 state income tax return, the IRS would not likely be involved with that; it would be too early for the state to submit 2023 state income tax for an offset.

 

NOTE added 7/19/2024 at 12:35 AM Pacific: 

If you meant you are expecting the IRS to pay your current 2023 state income tax due out of a 2023 Federal refund, be aware it is not possible to do that.  Your current 2023 state income tax due cannot be paid out of a Federal refund.   You have to pay any 2023 state income tax due separately by whatever method your state accepts.

 

Only the IRS will know what they are doing with your return and the reason for the delay.   I'll tell you how to phone them below, if needed.  But first there are some things you should check before you phone:

 

First, be sure you successfully filed.   If you filed a paper return by mail, you have to print, sign, date, and mail it yourself. 

If you efiled, double-check to be sure the return was efiled successfully and accepted.
If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home.


If that showed it was accepted, you can use the "Where's My Refund" tool at the IRS website below to check on the status of your Federal refund.    See if there are any messages there.

  • Be sure you enter the correct tax year, SSN, and filing status.
  • Be sure you are using only the Federal refund amount.   Do not include any state refund or any total refund or net refund (Fed and State) that TurboTax may have provided on a screen.  
  • Look at your actual Federal return to get the Federal refund amount, i.e., your Form 1040, Line 35a.
  • If the IRS WMR tool is not finding your information, you can also try phoning the IRS refund hotline, again using the figure from Form 1040, Line 35a. I've seen it work for some users when the WMR tool didn't.  800-829-1954

 

 

If the IRS tool says it is still being processed, here's how to reach a live IRS agent to inquire about the delay,

 

IRS:  800-829-1040 (7AM-7 PM local time) Monday-Friday

 

When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.

  • First choose your language.  Then listen to each menu before making the selection.
  • Then press 2 for "personal income tax".
  • Then press 1 for "form, tax history, or payment".  
  • Then press 3 "for all other questions."
  • Then press 2 "for all other questions." 
  • It may then ask for your SSN, but do not enter it.  Just wait.   If it asks for SSN a second time, still do not enter it. 
  • Then it will get "tired", and you'll get another menu.  Choose 2 for "personal".
  • Then in the next menu choose 4 for "all other inquiries", and it should transfer you to an agent but expect a long wait.
  • I usually use a speakerphone so I can work on something else while waiting.

I added this additional note to my answer above, because it's not clear what your question is in regards to "state taxes due."
