I added this additional note to my answer above, because it's not clear what your question is in regards to "state taxes due."
NOTE: If you meant you are expecting the IRS to pay your current 2023 state income tax due out of a 2023 Federal refund, be aware it is not possible to do that. Your current 2023 state income tax due cannot be paid out of a Federal refund. You have to pay any 2023 state income tax due separately by whatever method your state accepts.
