we can't see the W-2c but if certain numbers changed you'll need to file an amended return for 2019 (filed in 2020). tell us what boxes or including codes changed and then we can tell you if you need to amend. we don't need the new amounts.
I contacted the employer (federal government / IHS in Arizona) and they said I needed to submit an amended return. I was a Florida resident and they paid for my moving expenses. I received the corrected W2 from 2019 and they paid the federal taxes on the moving expenses. Do I consider the W2 Florida income since I was still a Florida resident when the moving company was paid? (It was all taken care of behind scenes, I did not pay anything or receive a bill or receipt) I became a resident of AZ about 1 month after I moved.

It depends.
You would report the moving funds in Arizona to report the amount paid by your company. If you have already filed a 2019 tax return in Arizona, you will need to prepare an amended state return. If you had not filed a state tax return in Arizona yet, you will need to file an original return for 2019 to report income.
As the reimbursed funds are from Arizona sources, you would need to report it there regardless of your state of residence.

I worked in fl until oct 31, 2018. I moved and started work at my federal job in az Nov 12, 2018. I registered to vote in az sometime in December 2018.
A previous turbotax expert mentioned I should not owe state taxes on the relocation funds because the majority of the work was performed in FL.
The tax person at work said I should just amend my federal return and not my az return for that year since I was in FL when moving.
So I think I will just submit an amended federal return and forget about the az return? Thanks.
AZ tends to follow the federal guidelines for filing taxes. You may not have made enough money to be required to file a return for 2018. You should call AZ DOR (602) 255-3381. Ask them what the filing requirement for 2018 was. You will have a definitive answer.
