I have no income from work, I am full time student, I received a 1098-T. I can be claimed as a dependent on my parents taxes. Do I need to file a tax return?

Your parents can use the 1098T. Since you are a dependent they can get the education credit. If you had no income you have nothing to enter on a tax return.
