I See this on one of the official TTX help area pages for Oregon taxes, that "might" have affected you, and "might" be what your email was referring to:

I am trying to amend my tax return and it upgraded me to deluxe and now I have to pay a fee and its not giving me the option to pay with my return. Its $143 help
