I forgot to include information from a 1009-G local tax refund, but did not itemize last year, do I need to file a corrected 1040-X?

If you did not use itemized deductions on your 2022 federal return you do not need to enter the 1099G for a state or local tax refund on your 2023 return.  You are okay--no need to amend.
