I didnt receive my full refund

I did not receive my full refund. I am short about $1700. I have been trying to get in contact with someone for over a week! I have Intuit & TPG (the company who issued the refunds), & no one will answer my calls or emails!! This is too drastic of a difference for it to be a “fee.” How am I supposed to get the rest of my money back?
