Federal refunds are not entered on a tax return. The tax year indicates what return it should be filed with it. If it says 2019, you will enter it next year. If it says 2018, it is for current tax season.

So you got your 2017 (or prior) state refund in 2019?  Then you enter it on your 2019 federal return you do next year in 2020.
