You should be able to go on the Get My Payment web site and enter your direct deposit information: https://www.irs.gov/coronavirus/get-my-payment
If the IRS doesn't get direct deposit information, they will mail you a check at the address on your tax return.

I don't know who you mean by "they're keeping the cash." If the IRS is unable to direct deposit your stimulus payment, they will send a paper check to the person whose name and address is on the tax return.
Turbo Tax does not touch the cash. The transaction is between the IRS and you. The IRS is either direct depositing to your Bank or sending you a check. Turbo Tax or Intuit never touches it,.
