I called the BFS TOP call center and both selections said there were no offsets found for this SSN. Does that mean I will recive my tax refund?

The voice recording also stated that my phone number has been recorded as an identifying number. What does that mean?

That is a definite maybe if they don't change your return during processing ... you will need to wait and see.
