If you have already filed your 2020 return and claimed the Recovery Rebate Credit on line 30 of Form 1040 then the Credit was included in your total refund.
If you received less then the IRS might have adjusted the Recovery Rebate Credit amount if their records show you received the payments. If you received Notice 1444 in the mail but have not received your payment as mentioned in the notice, then you need to request a trace to be able to claim the Recovery Rebate Credit on your 2020 tax return. You might want to check if you had any debts that took your refund. You can call 1-800-304-3107 to find out if you had an offset that affected your tax refund. Please see Treasury Offset Program for additional information.

It depends. The third stimulus payment does not depend on whether you owe money or receive a refund on your 2020 return. Rather, your eligibility will be based on your Adjusted Gross Income (AGI).
