Are you using the Mobile App? In order to print an in-progress return, you have to pay in advance. It should prompt you when you try.

FAQ: How do I print my return in the mobile app?

If you want to preview your return without paying first, the steps below are how it's done in Online TurboTax through a browser. Perhaps it's the same in the Mobile App. If not, you might have to sign into Online TurboTax.
Log in and open your return.
Once the return is open, go to the left menu column and click on TAX TOOLS, then TOOLS.
In the Tools window, choose "View Tax Summary."
At the Tax Summary go back to left column menu and choose "Preview Form 1040."
From working with a couple of ‘helpers’ from TurboTax, by trials and errors, we were able to do it by performing the followings:
- pay first
- complete the return (even though you’re not finished)
- go the the end. I chose “file by mail” so it won’t file electronically
- click download
- now you can see your return in full tax return forms
However, we discovered that after you “complete” your return, the system won’t let you go back to edit. In a very weird work around, I was told by TurboTax staff to click on ”Add another state”. It works.
