I need some advice. To make clear, I use short sentences here.
1. I filed 2020 tax return on 10/01/2021 (I filed extension that year)
2. On 06/2022, I got letter from IRS saying I own 27K tax (plus interest and penalty), this letter was sent from IRS in Ohio
3. I looked at letter, they did NOT include my estimated tax ( I paid in 50K estimated tax on 01/10/2021 and it was cleared from my bank), I supposed to get 23K back from IRS
4. I responded to them in the provided envelope, explained the situation, also included copy of "proof of payment" from my online banking, but no response
5. I filed tax return for tax year 2021 on time, suppose to get 5K return from IRS for tax year 2021
6. On 09/2022, I got another letter from IRS, this time from IRS in UT
7. IRS recalculated the tax "I owe", subtracted 5K from previously 27K, so I now owe 22K (plus interest and penalty)
8. I wrote letters to both OH and UT offices, explained my situation, included online banking proof of payment (50K)
9. I mailed certified letter to both offices and it showed they have received both letters
10. Until today I did not hear back from IRS
11. I called numerous times of phone number on the letters, never be able to talk to a live IRS representative
What are my options here? my case is very simple, IRS forgot to calculate my estimated tax, resulting in my owing tax.
Will local IRS office can help to resolve this? (I saw on IRS website, local office services seems just some simple tax issues)
Appreciate any suggestions.

when did you respond to the first notice? paper filings can take 6 months or more before they are processed.
however, call your local office to see what they say. they can access your account (as can you online) and maybe tell you the status of your responses. they may require an in-person visit and request that you bring your proof. if that fails you should contact the IRS taxpayer advocate service in your state

by the way, was the payment mailed in, or did you use the IRS online service? if you mailed it, did it have your full name and address, tax year and SSN on it? I would think that this should be a simple matter that a local office can handle but you never know so start there.

The first response was mailed around late June of this year I remember.
I forgot whether to put SSN or not, I mailed in the check with the estimated tax stubs (4 of them, I used the one for Q4 which due on 01/18/2021), I saw the check was cleared on my bank, I have proof on this (images of the front and back of the check)

Eventually the IRS will correct their error and everything will "come out in the wash".
Your local IRS office can help you if you can get an appointment.
That is faster than trying to get assistance from Taxpayer Advocate.
Bring copies of your tax return and your proof of payment, and proof of identity.

But I am wondering, at the same time, do you think if I keep sending IRS response letter by mail, explaining the situation with all the necessary documents, will they ever reply to me and resolve this issue?

Do not keep repeating paper correspondence.
The IRS is behind on millions of paper "explanation" letters like yours, and it's not clear when they will catch up, if ever.

I am trying to call the number on the letter or the number to make an appointment, called 2 days, were no able to get through yet to talk to a live agent...
