I used Turbo Tax Deluxe to file taxes in 2016 and I want to use the basic version this year, but I do not see the option to do so. I only see the option to continue using Turbo Tax Deluxe.

You can downgrade to a lower version if you Clear & Start Over, once you log into your TurboTax Online account. And this link will show you how to Clear & Start Over https://ttlc.intuit.com/questions/2586254-how-do-i-clear-and-start-over
You want to keep in mind that if you need to itemize deductions on Schedule A, you will be asked to upgrade back to Deluxe if you downgrade to Free Edition.
