Only the state can tell you that.  Is your return showing up on the state website?  Did you efile, was it Accepted?

We are sorry that you are having an issue with your state income tax return.  TurboTax does not issue refunds or Stimulus checks.  TurboTax is a tax preparation platform.  If you have submitted your return , then TurboTax is out of the picture.  There could be several reasons why you have not received your Stimulus or refund.
