If it is in the same TurboTax account where you filed the federal, just click on Review and then File to finish the filing.
Re: How do you file only state return, Federal has already been filed & I just completed info for the state return based on a change in NYS law. The program says I have to go back and efile the Federal return, but it is already filed.
To e-file the state itself you will have to wait until your federal return has been accepted. Then you can go back into TurboTax and e-file your state.
Follow these steps to e-file your state return once the federal return has been accepted:

I've seen 2 other users in the last day who it would not allow to efile the state return even though the Federal return had been previously accepted. They were both using desktop software. I don't know if any Online users are experiencing this. I sent them both to Customer Support in case there is a developing issue.

And are you using desktop software (CD/download) or Online TurboTax?

If you efiled, try these maneuvers for good measure. It may not help, but it at least rules some things out.
With your return open, in the top left corner of TurboTax, in the menubar click on the FILE menu, and in the dropdown choose "Electronic Filing." Then in the next menu choose "Check Electronic Filing Status" which will hopefully say "accepted."
Then SAVE the return.
I'd then close TurboTax and relaunch it.
Then try to efile the state return.
If problem persists, I'd probably close TurboTax, reboot the computer, re-launch TurboTax, and do a "check for updates." And try again to efile state.
If problem persists, you can phone Customer Support for assistance. I don't know if they are aware that this might be a developing issue.

It was efiled and accepted. I tried everything you said. Does not work. I also spoke to customer service for an hour yesterday and they are clueless.

There are a lot of users posting in the forum with this issue, which started approx. 36-48 hours ago. So it's clear there's an issue. A Moderator turned in a trouble ticket on the issue yesterday. Sorry, but no word on the investigation yet.
TurboTax Support has started a FAQ on it, but it hasn't yet provided much info. Other than to run a Review and error check to be sure there aren't any errors preventing some people from efiling.
