How do I view/ see how much I owe to New York State taxes? I received a letter from state saying I still owe money.

The amount you owe will be on Line 80 of your New York Form IT-201.

Also, if you owe an estimated tax penalty on Line 81, you will need to add this to the amount on Line 80 as well.
