You cannot amend your filed 2019 tax return to update direct deposit information.  Nor can you update your TurboTax account for direct deposit.

The IRS does not have my direct deposit information. What can I do?

In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail.

I says that the IRS will create a portal  so eligible people can update their information, however they are stating that they will start dispersing checks as of  April 9th, 2020. So, it looks like the IRS will not be allowing people to to update date there bank account information, because April 9th 2020 is in a few days. So can some please tell me is updating my new banking information even remotely possible? Will the IRS really have a portal to update bank information? Turbo-tax  does not have that official option.
