How do I get reimbursed the $19.99 charged to e-file my VA state taxes if I now need to mail in my tax forms?

I tried to e-file my taxes, but it was rejected for some reason and I tried again and it was rejected again so now I need to snail mail my tax forms. I was charged $19.99 to e-file my VA state taxes so now I need to know how to be reimbursed for this since I am not able to e-file.
