How do I get refunded the $24.99?

Because I wasn't able to e-file my state returns two time, I have now paid $50 total? The first time I paid 24.99 and my tax return was rejected, the 2nd time I paid 24.99 my tax return was rejected too. SO, now I have paid $50 and still have to mail my returns in.

You can call customer service at (800) 446-8848 to request a refund, but you are unlikely to receive a refund for both just because you have to paper file.
