How do I get a refund for filing fee? TurboTax would not accept the zip code on one of my 1099. The zip code was accurate . I wil file by mail.

OK ... before you mail off that return do this ... since the IRS could not care less what city/state/zip is on that 1099-r form that you enter in the TT program   simply put your own  city/state/zip on that form and then you can efile the return.
