Too late for 2023 returns and the program for the 2024 returns has not been announced.

How do I get a cash advance

Refund advance loans are only available with TurboTax at the very beginning of the tax season---typically in January/February; you cannot "apply" for the loan--it has to be offered to you. We have no information on how the loans will work for the upcoming 2024 tax season.
