it would seem that since the return was rejected the government records of your marketplace insurance (MPI) differ from what you entered if you entered anything at all. if you had MPI you need to get the 1095-A and enter it which completes form 8962 that is required, if you had MPI. For any boxes on the 1095-A that are zero leave them blank in Turbotax.
if you did not have MPI here are some steps you can take;
Contact the Marketplace: at 1-800-318-2596. Inquire about the status of your enrollment and clarify that you did not sign up for Marketplace coverage. If they have to correct their records you may not be able to e-file.
Contact the IRS but they may only say to file by mail.
E-file reject F8962-070 happens when your return is missing Form 1095-A Health Insurance Marketplace Statement. You can sign in to your HealthCare.gov account and download the form or, as Mike9241 mentioned, contact the Marketplace.
