How do I amend my 2022 tax return to account for Metro Supportive Housing Services Personal Income Tax for the Portland Oregon government?

I received a "Notice of Personal Income Tax Filling Requirements" from the government of Portland Oregon asking that I amend my 2022 return to account for this new tax. The Portland Government has Turbo Tax listed as an authorized filer: https://www.portland.gov/revenue/efile

How do I amend my 2022 within Turbo Tax to do this?
