How come last year i got all of the taxes i paid to nc but not this year

There's no way for any of us to possibly know that.

Print out your 2016 file and compare it side-by-side to you 2015 file printout and see if you made a mistake somewhere...then go back and correct it in the software if you find something that looks fishy.
