I had gone through the steps and clicked on file by mail. Does that mean that Turbotax filed the return by mail for me? I had not been prompted to put into the calculations the estimated taxes that I had paid which has resulted in a late payment penalty even though I had made the payments on schedule throughout the year.

No, it means you need to print and mail the return.
Additionally, if the estimated taxes you paid were not reported, you need to enter those payments.
Go back into your return and enter the estimated payments you made.
If the program thinks you finished and are mailing the finished returns, you might need to go to your Home Page, click on "Your tax returns & documents" (you may need to scroll down a bit to see this) then click the 2018 return and click "Add a state". You don't need to add a state, but this will allow you to open the return.
Next type estimated tax payments into the search box and click the "jump to.." link
(or click Federal, Deductions & Credits, scroll down to "Estimated Tax Payments)
and enter the payments made for 2018.
TurboTax will only e-file the return for you if you so choose. If you want to print and mail the return, be sure to do that. You will need to mail the paper return yourself. It is advisable to mail using Certified return receipt.
Click "Tools" on the left side-bar and click Print from the drop-down list.
Then click File and chose "File by mail".
