Its been more than 3 weeks since i filed my amended return by mail and the irs website is saying they havent recieved it

Hopefully, you mailed in the amended return.  Amended returns cannot be e-filed.  It can take longer this time of year since the IRS is busy with the deadline of regular returns.  I would keep checking the IRS website Where's My Amended return

Amended returns usually take 16 weeks or more to process ... you have lots of time to wait.

Yes im aware it take 16 weeks to process. But it takes up to 3 weeks to be received and like i stated in my question its been over 3 weeks

Did you mail certified with tracking so you can verify that the IRS even received it?    That is the only proof of mailing that the IRS accepts.

The IRS is overworked and understaffed ... the 3 weeks to check on the submission of the return is taking longer to confirm so patience will be needed.  If you sent the return using a tracking option with the post office you at least know it got there even if the IRS site doesn't have it listed yet.
