Your post is confusing---we need more  information in order to understand your issue and provide any sort of help.  Do you mean that you are still waiting for the IRS to process your federal tax return?  Did the IRS send you a letter asking for more information?   Please explain "I haven't state and they took levy out on mei".  "paid off the state" 

And...."I'm going to quit paying taxes."  Please explain.
