It's just a rounding difference. The tax is not calculated using the blended tax rate. It's the other way around. The blended tax rate is calculated from your taxable income and your tax. Your tax of $21,312 is 18.3% (rounded) of your $116,302 taxable income. The actual tax calculation is much more complicated. It's not just multiplying your taxable income by a single tax rate.
The blended tax rate does not appear anywhere in your tax return, and it's not used to calculate your tax. It's just something that TurboTax uses to show you a rough idea of the overall percentage of your income that you are paying in tax.
