You should have received a paper form in the mail from your marketplace. If you didn't receive a Form 1095-A, sign in to your Healthcare.gov account to download a copy.  Once you've got it, follow the instructions here for your version of TurboTax.

Hi, thanks for helping! However, I did not receive a letter from IRS. I called because it's been since Feburay 12th when I filed. after a month of trying to reach a live agent I finally got someone and she told me it was sent out. She told me what was needed and said to send the information and write a note on the cover page that I never received the letter. The fax number she gave me is incorrect and I'm not having any luck trying to find out where I can send this information to. I'm so lost and frustrated at this point.

Unfortunately, we can't give you the fax number because the number depends on which IRS office sent you the notice.

However, did you get a mailing address for that office?

You see, I believe the current state of affairs with all the last second tax law changes is that you don't need to file the 8962 if you were going to have to repay some of the Premium Tax Credit. You would need to attach the 8962 only if you were due to receive some additional Premium Tax Credit.

Of course, you probably don't know which group you belong to until you enter the 1095-A to generate the 8962. If TurboTax didn't generate the 8962, then you must have owed Premium Tax Credit, which was forgiven for this year in the recent legislation - so, as a result, TurboTax "ate" the form since the IRS doesn't need it this year.

However, all of this has been happening in real time, since Congress and the IRS (and the states) have been "moving the goalposts" every few days. Thus, when the IRS received your return in February with no 8962, the process at that point was to put the return in a manual processing queue because the IRS knew that you had Marketplace insurance and therefore should have attached an 8962 to your return.

At this point, we at TurboTax have no idea what the IRS is doing with returns like yours that were put into a manual processing queue, but don't need to be any longer.

I would suggest that if you don't have a mailing address for the office that sent you the letter that you did not get, that you contact the Taxpayer Advocate Service because their job is to bypass the red tape and solve taxpayer problems.
