For 2 years in a row when e-filed got letter from IRS stating missing Forms 1099R;same this year. What should I do?

I have them transferred directly from bank but they do not show on my returns.

It depends. It's important to get the forms from the bank and then enter them directly/manually. It's not clear why this might be happening in your situation.

How do I enter my 1099R?

Do not select to import, rather choose to enter it yourself.
