Last year I was claimed as a dependent on my fiances taxes. This year I am not. It's asking if I received state taxes last year. Do I answer yes because my name was on someone else's taxes or no because I didn't file myself?

You do not enter anything about the information your BF/GF had on their tax return last year.  It has no effect on your own 2024 tax return.   YOU did not file a 2023 tax return, so you say NO to the question about state tax for 2023.

No, if you didn't file your own return (even as a dependent) then you didn't file a state return.   You don't put down anything about being a dependent on their return last year.
