DTF-160 Notice Code 3203 account adjustment notice to $0.00?

My NY tax return was accepted Feb. 9th, I received my tax return March 11th. I received this notice April 22nd. I received $623 for my return and now this notice says "Amount available for refund" is $0.00. Does this mean I have to dispute this adjustment or am I just reading it wrong?
