Does the TurboTax Premier File Amendment functionally allow for drafting, but not submitting, or will I need to submit once I begin the process?

An amended return is only submitted if you print and mail it. You can't e-file amended returns. The IRS recommends waiting until your original return has been processed and you have received refund (or paid taxes due) before you amend. You may also want to save and print a copy of original before starting the amend process.
