Yes it does.

Your refund amount will be added to your Turbo Prepaid Visa® Card once the IRS approves and issues your refund, your refund will be deposited directly to your account. 

The IRS online status will say SENT and then as soon as it is credited to your card, it will be available for you to use!

Keep a check with the IRS for their predicted deposit date: https://www.irs.gov/refunds
