If someone did nit file their 2019 taxes , are they eligible for the second stimulus ?

Yes. The stimulus payment is a tax credit on the 2020 federal tax return.

You will be asked by the TurboTax program about stimulus payments received in early 2020 and in January 2021 in the Federal Review section of the program.
