Did Not Receive Full Refund

I did not receive my full refund, I checked through the IRS refund tracker and they let me know that there were changes to my refund and was now $1,300 less what I was told through TurboTax. When I received my tax refund through my direct deposit is was now 1/4 of my tax return! I contacted TurboTax and they said they couldn’t do anything and that I needed to go through the IRS, I contacted the IRS and they can’t do anything either and also trying to get a phone call back from them is impossible. I’ve never had this issue before and I’ve been filing my taxes through TurboTax for a couple of years now and this is pretty unfortunate.

I do not have any unpaid debt, children or child support or even student loans and all of my information is correct when I filled so this link does not help me at all.
