Can TurboTax experts help me to dispute with a CP-16 Adjustment Letter from IRS?

If I claimed 100% losses on lottery winnings and was due the total amount of the tax withholding and IRS cut it in half and applied a small sum to 2023 taxes. How can I dispute the balance due?
