Can I use federal and state taxes holding on Jan 05, 2024 for taxes year 2023?

I did a 401k rollover raw IRA on Dec 28, 2023. The state and federal holding taxes fall in Jan 05, 2024. Can I use taxes holding for 2023 return?

Did you get a 1099R for it dated 2023?  The withholding should be on that and included in 2023.
