I'll assume you are talking about a 2019 state return you efiled a couple of years ago.
It's not clear what all you are doing to try to open it. You should explain that in more detail so we can understand your situation. How was the 2019 return prepared? Was it prepared in 2019 desktop software (CD/download) installed on your computer, or was it prepared in Online TurboTax?
Do you currently have the *.tax2019 data file and the 2019 software installed on your computer? The 2019 data file can only be opened with 2019 software. If it's the Windows version, launch the 2019 TurboTax program, then at the main screen go way up to the top left corner and click on FILE, then in the drop down menu choose OPEN Tax Return. Then in the popup Explorer window point TurboTax to the location of the *.tax2019 data file.
Or do you have a 2019 PDF of the 2019 return that you can print from? If so, that approach doesn't need the 2019 TurboTax program.
