Can I file a form 982 as an amendment to my tax return?

I filed my tax return and paid taxes on the canceled debt. Can I file the form 982 after the fact and get a refund?

Hi. Thanks for your response. It is cancellation of credit card debt. I am was insolvent at the time, but didn't know I could claim that. I had to borrow the money for the tax payment.

An amended return with money owintg was processed before a first return. with a refund covering it. The bank refused the debit. It is now covered. How can I pay the IRS?
