No you cannot use TurboTax for a 2019 return. The 2019 software is no longer available; even if you could find it on eBay etc. you cannot update it or download state programs. It is also too late to get a refund for a 2019 return. Even if the tax form shows a refund, the refund has been forfeited and the IRS would not pay it. If you owe tax due, it is owed with late penalties and interest.
You can get the paper forms to prepare by hand, seek other software, or seek local paid tax help if you need to file a 2019 return.
