Can I amend 2015 federal without paying for my non-resident (2nd) state (Home and Business will not let me proceed without payment and download of CA (unneeded state))?

Yes, you can.  However, you are going to need to call phone support for a download of the CA program.  They should be able to see you paid for the states previously and provide you the download for amending your return.  The file is not going to open correctly without the download of CA.  You can use the contact FAQ below to start a phone contact (they will likely offer a callback option so you don't have to wait).
