No, the IRS does not have access to your state returns. If they do not have your direct-deposit information then the stimulus check will be mailed to you.

Hi!  I owed Federal but am receiving State, though part of the state seems like it will be taken to pay Federal even though I didn't give permission.  In fact, one of my issues is that if the Turbo Tax system was showing on one page like that would happen but another later page seemed to go back to original amounts owed (Federal) and my State Return.  My second issue is that I was still asked for my bank account for the Federal Owed even tough it seemed like possibly some of my State Return would be used for the amount owed for Federal which I entered figuring even if you take my State and pay the Federal, the IRS would at least have my account number.  Wrong!  In a time when you know filers may need the Stimulus money and you have the number on file for State even if Federal was owed, something should have been set up to get that information the IRS.  That was the point of getting people file sooner in the hopes of getting money direct deposited.  If the person, such as myself, knew if he or she owed Federal, he or she would have to wait for the Stimulus money to be mailed, the person could have went another route or just waited.
