Yes, the IRS will mail a check.

When the IRS tries to deposit your return, it will be refused by the bank. Once the bank refuses your refund, the refund is returned to the IRS. The IRS will re-process your tax return and mail a refund check to the address on your tax return. This will delay your tax refund.
