I am currently paying back taxes through a payment plan with IRS. Do I list that anywhere on my 2024 Turbo Tax?

No you do not have to enter anything on your 2024 tax return about having a payment plan. There is nowhere to enter that. The IRS already knows that you owe. If your Form 1040 shows a refund for 2024, the IRS will keep as much (maybe all) of the refund as needed and apply to the back taxes you owe.
