I'm being auto-debited for my tax fees and due to hardships I need an extension or to set up a payment plan if that's possible. I cannot call the hotline because my phone cannot call outside the country (not staying in the US currently). Please help.

Sounds like the IRS is taking too long to send your refund or reduced it. See What if the IRS reduces your refund or delays it.

Then when the IRS does send your refund they won't take the fees out again.

You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it.

If you chose to pay your TurboTax fees out of your Federal refund, and if your Federal refund has been delayed unusually long at the IRS (or if it's been reduced), after a certain number of days TurboTax will want to be paid. They likely started sending you emailed bills to pay. If you don't respond by either paying or asking for a deferment, they will ultimately debit your bank account. If you wish to ask for a deferment, you need to do so quickly.
See this FAQ that explains the process. The first paragraph of the FAQ has a special phone number if you have a question or have a hardship and need to ask for a deferment.
Hours are 5AM-5 PM Pacific (8AM-8PM Eastern), Mon-Fri.
If you need to ask for a deferment, you should call them as soon as possible. Once they actually start the debit process, they say they can't stop it.

The quickest way to ask for a deferment of an upcoming auto-debit (for TurboTax fees) is to phone the special number I mentioned in my detailed answer above. If you have trouble with that number, I also left a link above to the "Contact Us" form to be assigned a phone number.
If for some reason you can't phone, you can contact a TurboTax Support agent directly via messaging at Facebook or Twitter to see if they can help you in getting an auto-debit deferment.

You may need to act quickly. If your auto-debit is coming up soon, you have to ask TurboTax Support for the deferment by the Tuesday prior to the debit date so they can stop it.
NOTE: Support is closed today (Monday, July 5) as part of the holiday weekend, so be sure to contact them tomorrow (Tuesday, July 6) if your auto-debit is coming up soon.

Did you choose to have your TurboTax fees deducted from your federal refund? Is your refund taking an unusually long time to arrive? Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account. TurboTax would have sent several emails to you before they took the money out of your account.
