If you do not have a bank account, you can get a paper check from the IRS. Or buy a debit card at a store.

I think you can also by NetSpend cards over the counter, but I don't know that for a fact. I know whenever I do an online purchase I always use a prepaid VISA since I get can them from my credit union at no charge.
