I filed my 2021 Tax Return and it was accepted. The question about receiving the third stimulus payment I answered no and I just received a notice from the IRS saying I did receive it. How can I change my response to that question?

There is no need to amend the 2021 tax return. The IRS will adjust your tax return accordingly and send any tax refund remaining.
I might owe money instead of getting a refund. That is what I want to take care of.

If the removal of the Recovery Rebate Credit will cause you to have taxes owed, the IRS will notify you by letter. However, the IRS website for the status of the refund should tell you if you have taxes owed. If so, then you can pay the taxes on the IRS payment website any time on or before April 18, 2022 - https://www.irs.gov/payments
If you sill want to file an amended return -
An amended return, Form 1040-X, can only be printed and mailed to the IRS if the original tax return was not e-filed. The IRS will take up to 16 weeks or longer to process an amended tax return.
Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.
