Amending state return. Fed. return did not change, but program generated form 1040X Amended US Tax Return. Do I need to mail the 1040X even though it shows -0- tax due?

No. If your Federal return did not change you do not need to mail Form 1040X. You only need to mail in Form 1040X when there is a change on your Federal return.
